Senators Introduce Vehicle Safety Bills to Reduce Distracted Driving, Improve Seat Back Safety, Auto Recall Process and Recall Reporting

THE UNITED STATES – September 7, 2020 – According to , U.S. Senators Blumenthal and Markey introduced a new bill called the “Promoting Auto Recalls Toward Safety Act of 2020.” The bill contains four new regulations designed to improve the auto recall process, the reporting of auto recalls, enhance seatback safety, and reduce distracted driving. The “Promoting Auto Recalls Toward Safety Act of 2020” would be included in Congress’s imminent “Surface Transportation Reauthorization.”
The bill, if passed, will require an amendment to Title 49 of the United States Code. The bill will order the Secretary of Transportation to create an auto recall assistance program. The bill also instructs the Department of Transportation to install a new program that will administer grants, technical assistance, and other forms of assistance to states so that the states are able to do a better job of notifying vehicle owners and lessees about any new and active safety recalls that involve their motor vehicles.
The proposed legislation will also require more recall notification requirements for motor vehicle manufacturers concerning equipment defects, non-compliance with safety regulations, and standards. The bill also orders the National Highway Traffic Safety Administration to produce and publish an annual scorecard that details how each manufacturer is handling its recalls.
According to Senator Markey, approximately 38,000 people were killed in motor vehicle accidents, and about 4,000,000 people were injured in motor vehicle accidents in 2019. Senator Markey believes that the tragedies are preventable and could be avoided by implementing laws that authorize safety technology and proven strategies nationwide. Senator Markey believes that this proposed legislation would address many key issues that cause the most serious types of motor vehicle accidents across the United States.
Co-author, U.S. Senator Blumenthal stated that one of the most dangerous things people do is travel by car. Senator Blumenthal also believes that although much has been done to save lives, there needs to be more done to address dangerous, defective autos, reduce distracted driving, and improve seatback safety standards.
