Elevator registration laws

NEW YORK, NY – New Yorkers are urged to request a zero-penalty, free inspection of their unregistered elevators. Recently, the New York Department of Buildings’ (DOB) commissioner issued an announcement that private home owners with elevators that are unregistered elevators can legalize them with zero-penalty for the next 90 days. Moreover, the DOB will conduct inspections of these units free of charge.  The intention of this 90-day window of time is to allow owners to have the time necessary to come into compliance with DOB regulations by ensuring that their units are sound and to let them know that they must have their elevators regularly inspected, per governing law.

Every elevator in New York City, whether it is a platform lift, dumbwaiter, and stairway chair lift, is required to be registered and have a DOB certificate of compliance to ensure their safe operation.

Back in May, a woman sustained serious injuries in an elevator that was unregistered in a private Manhattan home, which plummeted over four floors to the bottom level of the residence. The elevator was installed illegally in the 1940s and was not registered with the DOB, inspected regularly, and routinely maintained, all of which led to the elevator malfunction.  Unfortunately, this accident could have been prevented.

Under the DOB’s elevator legalization program, elevator owners will be required to hire a registered design professional or licensed elevator inspection agent to submit an application to the agency in order to obtain a certificate of compliance and a NYC device ID.  There will be no penalties to those who file this application within the 90-day grace period.  If repairs are required, the DOB will give the homeowner the time necessary to make repairs to their elevator units.
